TMR - Greenvale - 98C Gregory Development Road (Charters Towers Regional Council)
Project Manager for 16km road widening, works include pavement in situ stabilisation, fifteen (15) culvert reconstruction ranging from 1200 x 300 to 2700 x 2400 up to twelve (12) barrels wide, PMB sealing 10mm primer seal being built by Charters Towers Regional Council construction workforce under PDM Management.
Carried out site construction and project management for all works on this TMR construction project as the council’s management team for the works
Interpret plans and estimate costs and quantities of concrete precast culverts needed for the project.
Assist with the planning construction methods and procedures and coordinate the supply of labour and materials.
Interpret regulations / codes of practice to direct the progress of work in line with construction schedules.
Identify inefficiencies in resources, design, or methods to drive productivity.
Completed all tasks in compliance with DTMR specification or statutory obligations (Cultural Heritage and Environmental Management)
TMR - Wills Development Road - Widen Narrow Seal (McKinlay Shire Council)
Upgrade and widen the existing shoulders between CH 0.74km to CH 4.02km on the Wills Development Road.
Carried out project and construction management, site audit and quality inspections for all works on this TMR construction project.

Charters Towers Regional Council DRFA
PDM was engaged to undertake the condition assessment of the Charters Towers regional council road network. This condition assessment would be in line with TMR standards as required by the local government association. This assessment covers the full 3,800 km of shire roads and approx. 250km of city roads that are bitumen sealed.
PDM chose to gather this information utilising its mobile mapping system – the high-definition video was processed into PDM’s viewer software to enable assessment of the asset to be undertaken with a greater degree of detail by viewing a 360-degree view of the road at incremental chainage.
The deliverables were a full condition assessment of the road network to state requirements with analysis being undertaken of sealed roads using scan and high definition spatially accurate video data. The development of a pavement management system that can extracted from the GIS system for use in programming and scheduling and maintenance review and audits.
All of this spatial data provides Council the accurate information if and when disasters happen. It provides a measurable, accurate, affordable means to prove their asset was in a certain condition prior to an event. The LiDAR data of the roads is able to further analyse for remaining life assessment.
Whitsunday Regional Council DRFA
PDM provided these services to the Whitsunday Regional Council (WRC) for the delivery of NDRRA Flood and Cyclone Damage Remediation Works as Councils program management consultant.
PDM has provided personnel to undertake the roles of Project Manager, Contract Administrator, Field Supervisor, Inspector, OH&S Manager, Public Relations Manager and General Administration Responsibilities.
PDM’s personnel are integral in the development of the delivery contracts compliant with the NDRRA Guidelines. All tendering contract selection, contract recommendations and contract administration are handled by PDM. WRC engaged the contractors to undertake the works as Principal, fully supervised by PDM.
PDM’s personnel have been integral in the development of asset assessment reports for building and civil assets to provide a scope of damage and repairs to be submitted to the insurance company for verification and approval.
The PDM project team will be responsible for the management and appointment of all contractors to undertake the construction of works and repairs in accordance with the approved reports by the insurance company.
PDM’s inspectors will be responsible for ensuring the contractors carry out the works in accordance with the contractual obligations and that all times value for money is maintained by the contractor. PDM’s Inspectors will also be responsible for quality surveillance for compliance and verification of works for payment under the contract.
